Most engagements follow a consistent shape: Diagnosis (two weeks), Co-design (weeks to months), and Delivery (months to years).

Working Session

A structured 45-minute conversation with a BGA principal. Buyers bring the decision they are trying to make. We bring thirty years of pattern recognition. Output: an honest diagnosis and a view on fit.

Diagnostic Phase

Two to four weeks. Structured review of the system in front of the client, including political economy, institutional constraints, and data gaps.

Co-design Phase

The strategy, governance architecture, financing structure, and sequencing are built in the room with the client team and the people who will live with implementation.

Delivery

BGA stays through implementation, not just through the proposal. Most engagements continue for multiple years.

World Bank Indonesia Ocean Monitoring System

Sovereign-scale · Ongoing

Strategic Advisor on the design and implementation of Indonesia's national ocean monitoring system and data centre. When complete, the single largest sovereign ocean data infrastructure build in Southeast Asia.

Pamilacan Island Regeneration

Engagement since 1998 / Philippines

The Philippines' last active whaling community transitioned to a community-led cetacean tourism economy. Whaling ended 28 years ago. Supported by USAID CRMP and NZAID, with Bohol Provincial Government and BFAR.
