Our Operating Model.

BGA is built like an octopus: one brain, coordinated disciplines, four domains.

The brain is the operating model: a shared methodology, a shared evidence base, and a shared quality discipline that every engagement runs on. The specialist capabilities are grouped into four coherent domains: Policy & Practice, Finance & Economics, Science & Exponentials, People & Resilience.

No Side Practices

We do only ocean work. We do not do general environmental consulting. We do not run side practices in other sectors. This ocean-only discipline is the reason we can move from cabinet-level strategy to community-level delivery in the same week without switching registers.

Three operating principles run through everything we do.

Quality at entry.

The single highest-leverage point in any ocean engagement is the set of design decisions made before implementation begins. We invest disproportionate attention in the diagnostic and design phase, because that is where most programmes succeed or fail.

Delivery under sustained pressure.

We stay with engagements through implementation, not just through the proposal phase. Our thirty-year portfolio is built on the work we continued to do after the contract would have allowed us to stop.

Honest evidence.

We publish what we find, including when the findings are uncomfortable. Our State of the Fishery reports name the data gaps, the governance failures, and the indicator values that fall below sustainable targets.

Institutional Delivery

We design and execute large-scale facilities that connect capital to coastal realities. As the core technical partner for the FCDO and DEFRA Blue Planet Fund's £101M COAST Facility, delivered by DAI, we strengthen coastal resilience and blue economies across Indonesia, the Philippines, Viet Nam, and Mozambique. For the Asian Development Bank, we support their Oceans portfolio to unlock capital pathways for blue livelihoods across the Asia-Pacific region.

Philanthropic Strategy

We provide the analytical rigour required to deploy philanthropic capital effectively. For the Packard Foundation, we supported a unified programmatic strategy bridging marine conservation, small-scale fisheries governance, and seafood market transformation. For Oceans 5, we provided the strategic advisory that advanced the 30x30 marine conservation agenda across sub-national governance systems in Southeast Asia.

Innovation & BlueTech Commercialisation

We guide ocean technology companies and innovators, identifying the problems and the opportunities, and guiding partners through the complexities of regulatory approval, pilot deployment, and market access. We are immersed in the sector and help private sector partners scale their impact across emerging blue economies.
